OK, so they're not actually cones, but they're those silly barricades. I first noticed these because I thought it was bozotic that they were warning you that there's a curb here. Well, that would appear to be a silly place to put a curb.
The story gets a bit deeper. This curb seems to have been dropped there as part of a battle between Los Altos and Mountain View. (Everything behind this curb is in Mountain View, essentially.) Maybe it's a really wimpy attempt on the part of Los Altos to keep Mountain View people out. Hmm, actually, on second though, those barricades say "City of Mountain View". It looks like a really wimpy attempt by Mountain View to contain Los Altos.
